Does planning a campaign charge me for the campaign?
No. Running the builder is 15 credits and clustering is 5. The products inside the plan are charged when they're ordered. So you can design a month, look at the total, decide it's too much, and rebuild it — for the price of a rounding error.
Where do the target URLs come from?
The client's own data: their ranking history, their Search Console queries, URLs already indexed, and their sitemap. It picks the page most likely to be the right target for each cluster, and you can override any of them in place. It's a head start, not a decision made over your head.
